An associate professor at the Washington and Lee School of Law in Virginia, Adam Scales, has also suggested that insurers sell a policy that covers both wind and flood damage. The federal government would reimburse insurers for the flood portion. One major homeowners insurer is considering such a concept. The company has not made a formal proposal to Congress but has discussed the plan with federal legislators, among others. The basic flood insurance portion of the policy would be sold at the same price as the federal program but policyholders would be able to buy additional flood coverage.
